As a government financing institution, Eximbanks require a rigorous process to be established, including scoping, feasibility studies, and business plan development. Having developed the market analysis and business plan for the proposed EXIM Bank of Pakistan, Momentus (formerly IFCL) then drafted the legislation for the bank’s establishment. The legislation was tabled and approved by Pakistan’s Parliament in June 2022.
In addition to the detailed business plan, we developed institutional policies related to finance, operations, risk, and an Environmental and Social Management System (ESMS). Our draft legislation was designed to facilitate the operationalization of the new institution. We created monitoring and reporting requirements, established an appropriate organizational structure, and built staffing competencies and skills.
